I would like to only allow users to book a machine for one hour each week. Is there some settings to do that?

This is the first time we have such a demand. and sorry, There is no feature like this yet. Is this critical for you ?
You can restrict access to machines for certain categories of users using labels(manager users > tags) but this restriction is not based on a maximum number of hours per user.
